THCV And Federal Law?
Interesting to note is that the sale of hemp and cannabis products in general was not legal in the USA at a federal level prior to 2018. However, in 2018, surprisingly enough during the Trump administration, there was a specific bill passed which legalized certain cannabinoids and health products.
This bill is the 2018 Farm Bill. The aim here was to legalize hemp products for general use. Specifically, this 2018 Farm Bill states that any cannabinoid products that contain acceptable levels of Delta-9 THC, 0.3% or lower, are considered legal, as long as they are derived from the hemp plant.
Therefore, any cannabinoid that is derived from the hemp plant, which often means being synthesized or created out of CBD, should be legal, as long as it doesn't contain high levels of Delta-9 THC. To be considered legal, THCV must be derived from the hemp plant, not the cannabis plant.
Texas State THCV Laws
Texas State legislature has passed or accepted virtually the exact same laws and regulations as set out by the 2018 Farm Bill. Therefore, as long as the THCV product in question doesn't contain more than 0.3% Delta-9 THC, and as long as it is hemp-derived, it is considered legal.
Texas does have some very confusing and conflicting cannabis laws, mainly concerning cannabinoids such as Delta-8 THC. However, as the law stands right now, THCV should be legal in the state of Texas.

At this time, yes, THCV should be perfectly legal in Texas. As long as it does not contain unacceptable quantities of Delta-9 THC, and as long as it is not cannabis-derived, there should be no consequences for purchasing or possessing it.
Is THCV Safe?
At this time, there do not appear to be any documented negative health effects of THCV. Yes, there may be some minor side effects, such as gastrointestinal upset, especially when consumed in high quantities.
Although, there is no evidence to suggest that these side effects are very serious, or that there are any toxic or life-threatening effects from this cannabinoid.
